Sustainable Construction Checklist

The Sustainable Construction Checklist (SCC) Supplementary Planning Document (SPD) sets out the key principles of sustainable design and construction which we expect all applicants to follow. The SCC SPD reflects our climate emergency declaration and the ambition to seek the highest standards of design and construction to improve the environmental performance of developments.

The SCC SPD consists of the following:

• Sustainable Construction Checklist SPD spreadsheet - Scores are calculated as the checklist is completed. The completed checklist must accompany the planning application (where required by Policy 6 of the Local Plan) and must be submitted in Excel format to avoid losing any data.
• Sustainable Construction Checklist SPD guidance document - Provides support for applicants and developers in completing the checklist and includes technical guidance along with signposting to relevant planning policies and resources on sustainable construction and energy efficiency.

Submission of a completed SCC SPD spreadsheet forms a mandatory part of the planning application for the following types of development:

• All new residential development providing 1 or more new dwellings, including conversions, changes of use and extensions that create one or more new dwellings
• All new non-residential development including changes of use, conversions and extensions providing 100m2 Gross Internal Area (GIA) or more floor area

Other types of development requiring planning permission that fall outside the categories listed above (e.g. householder retrofits, conversions of or extensions to existing residential properties that do not create additional dwellings, or non-residential development less than 100m2 GIA) are strongly encouraged to follow the principles set out in this checklist as far as reasonably practicable.
